Man streams chase before Minnesota police fatally shoot him

RICHFIELD, MN - Police near Minneapolis shot and killed a driver following a chase after he apparently emerged from his car holding a knife and refused their commands to drop it.

The chase started late Saturday night in Edina and ended in Richfield with officers shooting the man, Brian J. Quinones, who had streamed himself during the chase live on Facebook.

The Minneapolis Star Tribune reports that police responded after Quinones ran a red light and wouldn't pull over. According to emergency dispatch audio, Quinones continued running through red lights in Richfield.

After police forced the car to stop, Quinones got out holding what appears in the video to be a large knife in his left hand. In the dispatch audio, officers can be heard yelling, "Drop the knife. Drop the knife." Shots can then be heard before they say, "Shots fired. Shots fired."

Quinones seemed calm and expressionless during the chase, sometimes glancing in the rearview mirror. Just before the livestream, he posted on Facebook, "So sorry."

No officers were hurt. The Hennepin County Sheriff's Office is investigating.

RHINELANDER - Rhinelander Police Chief Lloyd Gauthier confirmed Thursday his department is investigating "activity" at the city's wastewater treatment plant.

The investigation into billing processes began two or three months ago according to Gauthier.

Gauthier did not provide any names or specifics. However, he did confirm the ongoing investigation targets a couple of former city employees and one that is not a city employee.

Gauthier says a decision regarding charges will be made within the next few weeks.

Gauthier says this investigation is not related to the Oneida County Sheriff's Department investigation of city employee misconduct.

RHINELANDER - Cancer survivor and State Rep. Mary Felzkowski (R-Irma) introduced a legalization plan to help Wisconsin join other Midwestern states in making Medical marijuana legal.

Under the bill, medical marijuana would be allowed in the form of liquid, oil, pill, tincture or as a topical cream.

Only patients with serious medicals conditions such as cancer, HIV/AIDS, glaucoma, ALS, Crohn's disease, multiple sclerosis, seizure disorders and post-traumatic stress disorder would be eligible to receive treatment.

"That's what we hope to do every single day when we are in the legislature, is to change things to make people's lives better," said Felzkowski.

WISCONSIN - The Family Care Medicaid program provides long term care to frail elders and adults with disabilities in Wisconsin.The Wisconsin Department of Health Services announced this week the program will be funded through 2024.

"It provides long term care services that would otherwise only be available in a nursing home," said assistant director of the Rhinelander Aging and Disability Resource Center Joel Gottsacker.
