Man Pleads Insanity for 11th OWI CaseSubmitted: 01/27/2013

STEVENS POINT - A Plainfield man charged with his 11th OWI has pleaded not guilty by reason of insanity.

A judge this week ordered a doctor's examination for 51-year-old Mark Schulke. The court will review the doctor's report February 18.

Portage County prosecutor Cass Cousins says he's never seen someone use an insanity plea for an OWI case before. He also says it's rare for someone to be charged with an 11th offense of the charge.

The criminal complaint says Schulke's first conviction for driving while intoxicated was in 1993. His last conviction was in 2004.

ONEIDA COUNTY - Just over a week ago more than 10 different agencies rushed out to rural western Oneida County to deal with a man threatening to blow up his house.

When crews got there, 60-year-old Kenneth Welsh was sitting on his porch with a long gun. He held up police up in a standoff for the next three hours.

Last week he was charged with attempted first-degree homicide along with other felonies.

Welsh appeared in court Friday to hear the judge's decision regarding whether the prosecution has presented enough evidence to move forward with the case against him.
