RHINELANDER - It's more than just teachers who could feel the impact of the collective bargaining law.

Oneida County won't make any rash decisions - but they're not sure how to proceed.

That's the sentiment after a Dane County judge overturned the state's law repealing collective bargaining.

Lisa Charbarneau leads Oneida County's human resources department.

240 of the county's 287 employees are union.

The ruling shocked her since 2013 budgets have already been submitted.

"Oneida County has had a long-standing tradition of a good working relationship the bargaining groups," Charbarneau said.

"We've already been in contact with a couple of them who have already expressed that as soon as the County is ready to sit down and talk about where we're at, they're willing to do that. We're in a good place now, because they were willing to talk about Act 10."

Going back to the previous laws would be a setback for the county.

Charbarneau says they'll need a clearer understanding of the law if this holds up.

In the end though, the county saved money with Act 10.

"We saved money in the Wisconsin retirement system contribution that was paid by employees - that's about a half a million dollars savings that the employees are paying," Charbarneau said.

"We also saved approximately $400,000 in our health insurance changes that we were able to make for 2012."

State Attorney General J.B. Van Hollen was expected to file a request that the ruling be put on hold while an appeal is pending.
