MADISON - A new plan would allow people to keep deer they find in the wild.

The Department of Natural Resources' proposal comes after the agency euthanized a fawn named Giggles.

The deer was seized from an animal rehabilitation center.

Governor Scott Walker ordered his administration to make sure such a situation never happens again.

The DNR and state agriculture officials have drafted a proposal that would prohibit the DNR from euthanizing a wild animal unless it's sick.

People would be allowed to keep a wild deer if they pay a penalty, build an enclosure and a veterinarian performs health tests on it.

DNR officials plan to present the proposal to the agency's board next month.
