- Limits on when a recall can be used in Wisconsin move a step forward.
The assembly passed a proposed constitutional amendment.
Under the plan, only state officials charged with a serious crime or ethical violation could be recalled from office.
All the democrats in the Assembly opposed the change.
The measure must pass the Senate and the full Legislature again next session before it would be put to a vote of the people.
Democrats say the right to recall public officials shouldn't be infringed upon.
Republicans say it simply puts in place a reasonable threshold before recalls could be initiated.
Republican Gov. Scott Walker was the first governor in U.S. history to survive a recall in 2012.
