Governor Scott Walker introduced the proposal last week.
On Tuesday, it overwhelmingly passed the state Senate.
Thursday afternoon, the state Assembly approved it by a 82-12 margin.
Governor Walker now seems certain to sign it.
Democrats complained the bill is a political move by the governor that has little impact.
The average homeowner's property tax bill will decrease by $13 this year.
Republicans say every decrease helps.
