- Owners of the new Snuggle House in Madison may need a hug.It turns out the business offering touch therapy will not be allowed to open until it gets the necessary permits. City officials say the business has yet to pass the building and fire inspections it needs for an occupancy permit. Assistant city attorney Jennifer Zilavy says the business has not presented a business plan.
She says city's primary concern is about the potential for prostitution. The owner of the Snuggle House says the touch therapy it offers has clear boundaries in place to stay within the law.
