Trooper Charles Hot-vedt made a traffic stop on I-94 earlier this month.
While the trooper was talking to the driver of the car, a semi passed dangerously close.
The semi driver was eventually stopped and given several tickets.
A state patrol captain says he has no doubt the trooper would have been hit if he had been standing on the driver's side of the car.
Wisconsin's move over law is meant to create a safety zone for emergency vehicles, tow trucks, and highway maintenance equipment .
